PSFK has a short discussion on nearshoring in Europe; that is the outsourcing of labor to nearby countries where labor is less expensive. Companies such as clothing retailer Inditex (ITX.MC), parent company of Zara, have been using this to good effect.

House hundreds of foreign-born software programmers on a cruise ship 3 miles off the California coast. Why? Close enough for executive to head out there and work with them, but just outside the reach of such pesky regulations such as h1-b visas.Truly, truly brilliant.
